Latest updates

The Financial Secrecy Index is regularly updated on a rolling basis. We update a few indicators at a time, every few months, making our way through all the indicators over the course of our update cycle. Global Scale Weight data is updated annually. Supplementary updates are made if new data is available ahead of an indicator’s queued update on the cycle.

Public statistics

This indicator assesses if the country makes available to the public ten specific statistical datasets related to international trade, financial positions, foreign investment, and transparency measures.

Automatic exchange of information

This indicator assesses if the country has signed and is effectively implementing the Multilateral Competent Authority Agreement (MCAA) applying the OECD’s Common Reporting Standard (CRS) for the exchange of financial account information. It also assesses the MCAA implementing the Crypto Asset Reporting Framework (CARF) and the MCAA on Income Derived through Digital Platforms (DPI).

Exchange of information upon request

This indicator assesses if the country has become a party to the Amended Council of Europe/OECD Convention on Mutual Administrative Assistance in Tax Matters, which enables information exchange upon request among participating jurisdictions.

International legal cooperation

This indicator assesses how a country performs on administrative assistance in tax matters beyond exchange of information and whether it is a party to the most relevant international conventions on legal assistance in matters of corruption and money laundering. It also assesses the practical implementation of this legal cooperation in practice in line with the guidance by the Financial Action Task Force.

Supplementary country updates are made for individual countries if we become aware of new data for a country ahead of the queued indicator update that would have normally captured that data. This includes when new evidence is shared with us by countries’ ministries of finance and by other stakeholders in response to our surveys and assessments.

Global scale weight update 2025

A country’s Global Scale Weight measures how much in financial services a jurisdiction provides to other countries’ residents. Presented as a percentage of all offshore financial services provided globally. Based on the IMF’s Balance of Payments Statistics. We update all countries’ Global Scale Weights once a year.

The data from the Financial Secrecy Index is freely available for non-commercial use. However, commercial users are required to pay a commercial licensing fee. Generally, students, academics, journalists, NGOs, governmental institutions and intergovernmental organisations fall under non-commercial use. Please check our licensing page to check whether you qualify for a non-commercial or commercial license.
