Russia operates free ports and bonded warehouses in its territory. Private actors where found to promote the use of bonded facilities for the storage of high value assets. On the website of the Ministry for the Development of the Russian Far East, the Free Port of Vladivostok is promoted for its "Duty-free and tax-exempt regime of free customs zone for residents" and in particular, "Import, storage, consumption (use) of foreign goods" (eng.minvr.ru).
