While Step reports that "Under Russian law, foundations are treated as separate legal entities and are generally taxed on their commercial activities in the same way as other Russian legal entities" (Step), Global Forum reports "There is no legislation that permits the establishment of foundations in Russia." (GF 2014: 48). However, even Step mentions that "Foundations are generally created for non-commercial purposes. They may engage in commercial activities in Russia as long as such activities are necessary for maintaining the purposes of the foundation, and proceeds are used exclusively for non-commercial purposes" (step.org) and therefore it is reasonable to conclude there are no private foundations in Russia. As of December 2019, there is no indication that commercial foundations are available under a new law (Google search).
