It appears that complete legal ownership information will not be available at the Chamber of Commerce except when one shareholder holds 100% of the shares. In addition, unregistered bearer shares issued by public limited liability companies (NVs) are still in circulation. In 2019, the Global Forum reported, "The legal person (including foreign companies with place of effective management in the Netherlands) must be registered in the Chamber of Commerce within eight days of incorporation by a notary or a director of the company (in person). [...] The Chamber of Commerce keeps information on the company but not on current shareholders, except for companies in which all shares are held by one person (or one person and his/her spouse). This is the case for approximately 420 000 BVs (i.e. almost half of BVs)." (GF 2019: 28).
