Statements provided by Montenegro's Ministry of Finance in 2017: According to Rulebook on the log book of legal acts on the establishment of free zones and free warehouses, as well as contracts founder/establisher ("Off. Gazette of Montenegro", no. 76/04 of 14.12.2004) prescribes the content and methods of record keeping legal acts on the establishment of free zones and free warehouses, as well as the founder of the contract, which contain all the relevant information on the zone or warehouse and its users (name of the founder, the name and headquarters of the zone or warehouse, place of establishment and space which it covers, the entity who manages, as well as the activities to be performed). According to the above regulations, any changes in the legal acts on the establishment of a user of the zone or warehouse must be recorded in the log book kept by the Ministry of Economy. The Law on Free Zones does not stipulate the obligation of submitting the above mentioned information to the countries of residence of the beneficial owners (TJN-Survey 2017).
