As relates to International Business Companies and Limited Liability Companies, not even legal ownership must be registered with a government authority. The Global Forum reports: "Companies formed under the IBC [International Business Companies] Act are not required to file information regarding shareholders or directors, but may elect to do so (Sec. 128). [...] An LLC [Limited Liability Company] is formed by filing articles of formation with the Registrar of Companies. [...] These articles can be amended by filing articles of amendment with the Registrar but no ownership information is required (Sec.13)" (GF 2014: 19-20; [TJN-note]).
 
As of October 2019, there are no hints of changes in the legislation regarding registration requirements of International Business Companies or Limited Liability Companies. While both the International Business Act and the Limited Liability Companies Act were amended in 2019, the provisions regarding registration of ownership information - Section 128 of the International Business Companies Act and Sections 11 and 13 of the Limited Liability Companies Act - were not amended.
